Over the past decade, the PLCP has served as the guiding framework for embedding public consultations into India’s lawmaking process.
The Awards were conceived as a way to celebrate best practices in consultations, to recognise government bodies that are leading by example, and to set benchmarks for the decade ahead.

Celebrating participatory governance in practice

The first edition of the Awards was more than a ceremony— it was a recognition of how public consultations can meaningfully shape policy.
Beyond recognition, the event fostered dialogue on making consultations more inclusive, transparent, and effective. Through shared learning and reflection, it highlighted how thoughtful consultation processes can better reflect citizen voices and strengthen trust in policy-making, setting a benchmark for more participatory governance in the years ahead.

Glimpses from the Ceremony

The inaugural ceremony of the Civis Public Consultation Awards in 2024 marked an important milestone: ten years of the Pre-Legislative Consultation Policy (PLCP, 2014).

The event brought together policymakers, regulators, academics, and civic leaders to discuss how consultations have shaped governance over the past decade, and how they can be strengthened in the years ahead. Through keynote addresses and panel discussions, the ceremony created space for dialogue on the challenges of participatory governance, while celebrating the government bodies that are setting new benchmarks in transparency, inclusivity, and responsiveness.

Best Consultation – Ministry

Ministry of Social Justice and Empowerment

Won for its accessibility, this draft policy stood out for the way it made participation possible for all. Accompanied by a detailed explanatory note, the draft highlighted its agenda to promote inclusion and empowerment of persons with disabilities and align Indian laws with the UN Convention on the Rights of Persons with Disabilities (UNCRPD). To ensure wide accessibility, the Ministry provided translations in Hindi and English, regional language summaries, Braille versions, and sign language videos, enabling meaningful engagement from visually and hearing-impaired communities.

This consultation paper explores how Artificial Intelligence and Big Data can be leveraged to enhance the overall quality of service, spectrum management, network security, and reliability. Notably, the draft included 30 specific questions for feedback and was promoted widely through social media platforms such as Twitter, ensuring visibility and broad participation.
