Civis has had an opportunity to work with 2 departments of the Government of Maharashtra.

Chief Minister's Office (CMO)

As part of the Vikasit Maharashtra 2047 initiative, Civis partnered with the state to design and manage a landmark citizen consultation shaping the long-term development roadmap. Over 3.8 lakh citizens participated through WhatsApp, the Civis platform, and multilingual surveys, contributing more than 35,000 voice notes. Civis supported the CMO in processing this large-scale input and converting it into actionable insights for the Maharashtra Vision Document.

Directorate of Industries (DI)

Civis has collaborated with the Directorate of Industries across multiple initiatives, from public consultations and expert discussions to piloting our AI-powered Policy Analyser and Response Analyser. These tools helped the department generate actionable insights and evidence-based recommendations, marking an important step in using civic-tech for data-driven policymaking.

NITI Aayog

Similar to other partnerships, multiple consultations were conducted in collaboration with NITI Aayog to gather citizen feedback and expert opinions to draft constructive recommendations and guiding principles.  

Central Board of Secondary Education (CBSE)

Civis supported Central Board of Secondary Education (CBSE) & Azim Premji University (APU) in consultations on the Learning Standards Frameworks for Science, English, Mathematics, Hindi, and Social Science. Over 4,500 teachers and 1,500 administrators shared feedback, offering subject-specific inputs and highlighting needs around training, content, and addressing learning gaps, strengthening the move towards a competency-based education system.

Odisha Computer Application Centre (OCAC)

For the Odisha State Data Policy 2024, Civis partnered with OCAC to design an inclusive consultation process. The draft was summarised in English and Odia, supported by a WhatsApp chatbot and multimedia outreach, enabling broad citizen engagement across the state. Civis also facilitated focus group discussions with stakeholders from government, academia, industry, and civil society, ensuring diverse perspectives shaped the policy’s vision for digital governance.

Karmayogi Bharat

Civis facilitated two rounds of focus group discussions (2023 and 2024) with users and administrative heads to gather insights on platform usability for the iGOT platform. The consultation enabled evidence-based recommendations to strengthen design, implementation and monitoring evaluation.

National Institute of Urban Affairs (NIUA)

Civis partnered with the NIUA to carry out a Consultation in July 2020 for the program which was developed to realise the vision of the National Urban Innovation Stack (NUIS). ​
​An extensive 61-day feedback collection exercise with all the stakeholders, through in-person telephonic as well as web-based conversations, was conducted by Civis & NIUA collectively.​ ​Additionally, Civis supported interactions with State Governments pan-India, through webinars & in-depth follow-ups with government officials, Smart City teams, academics, industry, and urban development experts to gather feedback.

Maharashtra State Innovation Society (MSInS)

Civis partnered with MSInS for the Maharashtra Innovative Startup Policy, 2023 to run an inclusive consultation, combining focus groups, interviews, and online feedback in English and Marathi. Despite limited timelines, the process engaged startups, incubators, accelerators, fellows, and industry bodies, generating 148 detailed responses that offered actionable insights for the state’s innovation policy.

e-Committee, Supreme Court of India

Civis partnered with the e-Committee, Supreme Court of India in 2021, to design an inclusive consultation process by summarising the policy in English and Hindi and enabled a platform feature to collect annotations to the original documents.
A structured email outreach campaign was carried out to reach stakeholder groups.
